For Authorities
The Lower Saxony Civil and Business Service (BUS) contains more than 3000 descriptions of administrative services of the Lower Saxony authorities as well as of transnational services of public administration from A such as adult education notice to Z as in zoning.
The BUS is part of the implementation of the Federal Information Management, which consists of a standardized nationwide editorial network with methodical creation processes. In addition to providing citizens with information about all administrative services, the service also fulfils legal information obligations. In doing so, it ensures compliance with the following legal bases:
European Services Directive,
Professive Qualifications Directive,
Regulation on the Central European Gateway (Single Digital Gateway; SDG Ordinance),
Online Access Act (OZG),
Lower Saxony Act on Digital Administration and Information Security (NDIG).
The contents of the BUS are supervised by the state editorial office on behalf of the Lower Saxony Ministry of the Interior and Sport (MI). The editors obtain the texts via the service catalogue of the federal and state governments (LeiKa) or create content based on state law requirements and as required by the authorities together with the departments or municipalities. The information structure supports the XÖV standard XZUFI, which can be used to exchange content between portals in a machine-readable manner.
In the BUS, it is possible to capture and present a complete vertical mapping of responsibilities across all administrative levels. All levels of administration are involved in the collection and maintenance of the data: The specialist departments in the state ministries draw up legally compliant service descriptions, based on state law or in extension of federal law, which are supplemented at the level of local government by regional and municipal peculiarities for enforcement and provided with the actually responsible bodies. For example, it is possible to map municipal statutes and forms. The recording of the responsible authorities directly by the local administrations ensures factually correct statements on responsibility, especially in the division of tasks between the municipality and the district.
Content posted in the BUS can be obtained via interfaces and used for your own official Internet portals. They shall also be made available for the information of authority number 115.
All authorities within the scope of the NDIG must publish general information about their authority in the BUS (§ 5 para. 1 NDIG). Likewise, detailed information on the individual administration bars in the BUS must be published (§ 5 Abs. 2 NDIG).
Almost all municipalities in Lower Saxony and many state authorities are now connected to the BUS. You will receive information on changes in the service portfolio via a monthly newsletter in order to be able to react promptly to updates.
The BUS is connected to the Portalverbund Deutschland. This makes it possible to call up the entire range of services of the German administration in any connected authority portals. The connection to the Single Digital Gateway also takes place via the Portalverbund Deutschland.
Integration variants for Lower Saxony authorities
The BUS is based on the Software Info services. It is used as the main component of the Lower Saxony Administrative Portal under Service website of Lower Saxony provided. Municipalities can have their own client set up in the BUS, maintain data with an editorial team and integrate it into the municipality's website in its own layout.
However, the BUS offers further possibilities to integrate citizen and company information into the own municipal website. Thus, municipalities are always and maintained lyre of the entire data set, thus ensuring a homogeneous presentation of the data at the individual administrative levels. The provision of the data is layout-neutral.
Basically, there are three integration variants:
Integration wizard (include wizard),
Web service with reading and/or writing interface,
REST web services to cover common use scenarios.

In addition to Lower Saxony, seven other countries use the Information Services software for their central management portal. The countries together form a development community.
Connection of authorities
The BUS is made available free of charge to the Lower Saxon authorities. The operator is IT. Lower Saxony on behalf of the Ministry of Home Affairs and Sport. The Ministry thus fulfils its obligation under Section 12 (1) No. 3 NDIG (Basic Information Delivery Service).
